As I said, I'm drawing again. I decided to share my recent one I did last night before sleeping and finished up this morning. Yeah, It takes a while -_-
This is what I can do for now. Hopefully I will improve.

Well, it's pretty bad. Really bad. I'm not about to lie.
Everyone starts somewhere though, so keep drawing.
Also worth mentioning, if you're forcing yourself to draw.. chances are it's just not in you.

I want to keep drawing.
I'm trying to improve the eyes, I was thinking she looked kind of tired or knocked out. I also want to improve hands, fingers, feet and shoes, they can be difficult.

What I would try is life drawing to get better at things like that. Don't draw things from pictures or anything, but real live things. That's how you'll get to notice how things interact with lighting and shadows, which makes it much easier to shade realistically. Shading makes all the difference, trust me on that.
Try drawing your hand drawing, or other people. Draw people's faces and take notice of the slightest off things about them, like the angle of their eyes, or how a wrinkle blends itself into the rest of the face. Basically all those weird little things your art teacher makes you do that you hate. You need to know and learn the basics.

I've been trying to draw manga since I was 11 but didn't practice enough afterwards. My drawing style hasn't had any big improvement since I was 13.

Spike´s advices are very wise. Also you can entertain yourself practicing how to draw copying things at sight...for example, i wonder what you could have done in your drawing if you had studied how to draw anime eyes first.
