Police Chief in Galveston told citizens who refused to evacuate to write their social security numbers in marker on their torsos.
14 ft seawall + 25 ft surge + 50 ft waves = possible marker ink washing off
Stupid as some are for staying through the storm...good luck.

My aunt lives there, they apparently left yesterday and figure they don't have a home anymoer at this point, being that they pretty much lived right by the water.

So they can tag themselves? We don't use DNA or dental records anymore!

DNA tests or dental record matches could take weeks - especially if there were a large number of victims. It would take 2 minutes to identify someone based on SSN. After Katrina, they obviously want to try to minimize the period of not knowing if someone was alive or dead.
It might seem blunt, and only marginally effective, but there is some rationale behind it.

During Katrina, FEMA and their concentration camps that are located all over the US could have done what they are stated to do instead of sitting tight in their corruption like they did.
Besides, accuracy could be in question to concretely identify someone through majic marker writings submerged in water for a given period of time...........

Why must you make this into some sort of conspiracy theory issue? Tests take time, especially when dealing with thousands of people.
I have a friend who was from New Orleans. After Katrina, they couldn't locate her brother in law for over a week. The family had no idea if he was alive or dead. If there's a 1% chance of identifying someone based on their SSN, that's 1% fewer people dealing with the unknown. Nobody said it would be perfect, but it would help.
